The Department of Education (DOE) and the Interagency Resource Management Committee (IRMC) require applications for the State Early Childhood Assistance Program (ECAP) to plan and implement equitable, comprehensive early childhood education programs for 3-year-old and 4-year-old children living with families whose incomes meet federal Head Start eligibility requirements statewide.
